If you want do enable or disable Floating Sidebar you need to go in Appearance -> Customize -> Theme Options -> General.
You can give charm to your site by adding widgets to Sidebar. For this, you need to navigate to Appearance -> Widgets and drag the desired widget in the intended area like in below screenshot.
